PONDS OF NAPERVILLE CONDO RAFFLE
I. INTRODUCTION:
The purpose of the Institute for Community Raffle is to raise money for donation to the Institute For Community, Inc., an Illinois not-for-profit corporation and Naperville Community Charitable Organization, Inc., an Illinois not-for-profit corporation. Also known as “Naperville Responds,” this organization strives to build relationships, build homes, and partner with the citizens of Pass Christian, Mississippi in their efforts to rebuild their community following the devastation caused by Hurricane Katrina. Ticket holders who match unique, five-digit numbers on raffle tickets randomly selected in the Doorway of Dreams Raffle drawings will be awarded cash and/or non-cash prizes as described below.
II. DRAWING DATES AND PRIZES:
A. Grand Prize Drawing:
1. The Grand Prize Drawing will be held on Monday, April 27, 2009 at approximately 1:00 p.m. at the Naperville Area Chamber of Commerce Luncheon held at the Holiday Inn Select, 1801 N. Naper Boulevard, Naperville, Illinois 60563.
2. If 7,500 tickets are sold, the Grand Prize will be:

b. $150,000 in cash.
3. If 7,499 or fewer tickets are sold prior to the Grand Prize Drawing, there will be a 50/50 cash split between the holder of the winning Grand Prize raffle ticket and the Institute For Community charitable organization. The cash split will be based on net proceeds after all raffle expenses are paid. No other prizes will be awarded at the Grand Prize Drawing.

3. Winning raffle ticket numbers for Early Bird Prizes will be announced on December 18, 2008 and March 10, 2009. All entries must be received by December 18, 2008 at 1:00 pm and March 10, 2009 at 1:00 pm, respectively, to be eligible for these drawings.
4. After each Early Bird drawing the winning raffle ticket number will be returned to the draw for all remaining prize drawings.
5. Institute For Community, Inc. reserves the right to not accept entries at its discretion and to add additional prizes or drawings at any time.
III. TICKET SALES:
A. By entering the raffle, the entry purchaser acknowledges that he or she is aware of, and agrees to abide by, these raffle rules and regulations. A complete set of rules and information are listed below, and on our website at www.doorwayofdreamsraffle.com. B. Official Doorway of Dreams Raffle Tickets will be sold for fifty dollars ($50.00) each, beginning on October 30, 2008. For each $50.00 raffle ticket purchased, the purchaser receives one (1) unique, sequentially issued, five-digit number from 01001 to 25000.
C. To receive a detailed explanation of how the raffle odds are calculated, please send a written request to Institute For Community, Inc.15 W. Jefferson, Suite 202, Naperville, Illinois 60540. Please enclose a self-addressed, stamped envelope with the request.
D. All requests to purchase raffle tickets must be made ½ hour prior to the Grand Prize drawing. All purchases of raffle tickets are non-refundable.
E. Official Doorway of Dreams Raffle Tickets will be available for purchase at the following locations, or by mailing a raffle entry form to Institute For Community, Inc., 15 W. Jefferson, Suite 202, Naperville, Illinois 60540. You may also view and print a raffle entry form on our website, located at www.doorwayofdreamsraffle.com. All entrants will receive written ticket confirmation numbers at the time of purchase or, if the entry form is mailed in, by first class U.S. Mail to the billing address listed on the entry.

F. Raffle tickets may be purchased using cash, check, automated check, PayPal, or by Visa or MasterCard credit card.
G. It is the purchaser’s responsibility to provide a valid, deliverable mailing address and e-mail address to Institute For Community, Inc.
H. Institute For Community, Inc. and its agents, board of directors, vendors, volunteers and members assume no liability for lost, late, misdirected, mutilated, incomplete, illegible or undelivered entries, or entries without proper payment received, which entries shall be deemed invalid and shall be immediately disqualified.
I. Official Doorway of Dreams Raffle tickets may be sold to persons 18 years of age or older, providing that such persons are not:
1. Employees of Institute For Community, Inc.;
2. Employees of any accounting agency, advertising agency, public relations agency, or any consultant employed by Institute For Community, Inc. with respect to the operation of the Doorway of Dreams Raffle;
3. Employees of any vendor of goods or services to Institute For Community, Inc. which the Institute For Community, Inc. has stated in rule or contract shall not purchase tickets, as such purchase may jeopardize the security and integrity of the Doorway of Dreams Raffle; or
4. Any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of residence of any person designated in subsections 1-3 of this Section I.
J. All proceeds shall benefit Institute For Community, Inc., an Illinois not-for-profit corporation, and Naperville Community Charitable Organization, Inc., an Illinois not-for-profit corporation, also known as “Naperville Responds.”
K. The sale of the raffle tickets and all drawings of winning tickets will be monitored by the local accounting firm of Wolf & Company, located at 2100 Clearwater Drive, Oakbrook, Illinois 60523. The employees of said accounting firm and the employees of Institute For Community, Inc. are not eligible to enter.
L. All federal, state, and local laws apply.
M. If a person is interested in entering more than once, multiple chances may be purchased on one form.
N. Only one name may appear on each entry form. In the event that two or more persons wish to pool their money and share one entry form, only one name may appear on the entry form. The disbursement of the prizes after the winner is announced is solely the responsibility of the winner. Corporations with a valid tax ID number may enter as one entity.
O. All winners, by entering, authorize Institute For Community, Inc. to publish their name and likeness on the raffle website and to use either or both in other Institute For Community, Inc. materials.
P. Entry purchasers, by participating (and winners, by accepting a prize), release Institute For Community, Inc. and its respective board of directors, committee members, volunteers, partners, vendors, agents, representatives, sponsors, service agents, lawyers, independent contractors, and each of their respective directors, officers, partners, employees and agents, including advertising, public relations, direct marketing and promotional agencies, from any and all liability with respect to participation in the promotion and possession or use of the prizes awarded, and also acknowledge that they did not receive any representations, warranties or guarantee, express or implied, in fact or in law, relative to any prize, including but not limited to its quality, mechanical condition or fitness. Any liability of Institute For Community, Inc. shall be limited to ticket price paid and in the case of any dispute, Institute For Community, Inc.’s decision shall be final. Institute For Community, Inc. reserves the right to modify or amend the official raffle rules without notice at any time. Jefferson, Suite 202, Naperville, Illinois 60540.
Q. Official Doorway of Dreams Raffle Tickets may not be canceled once issued through a valid vendor of same, as defined by the Official Rules of Institute For Community, Inc.
R. Institute For Community, Inc. shall not be responsible for lost or stolen Doorway of Dreams Raffle tickets.
S. The purchaser of an Official Doorway of Dreams Raffle ticket has the sole responsibility for verifying the condition of the data printed on the ticket at the time of purchase. Any defects must be reported at the time of purchase to Institute For Community, Inc., at its office location or at a designated Official Doorway of Dreams Raffle ticket sales location as defined above. The original ticket must be retained with the reprint in order to claim any prize.

IV. DETERMINATION OF PRIZE WINNERS AND CLAIMING OF PRIZES:
A. Early Bird Drawings will be held on December 18, 2008 and March 10, 2009. The public is invited to attend, and the winner need not be present to win.
B. The First Early Bird Prize Drawing will be held at the Lisle Area Chamber of Commerce Luncheon at the Lisle Hilton, 3003 Corporate West Drive, Lisle, Illinois 60532, at 1:00 pm on December 18, 2008. The public is invited to attend, and the winner need not be present to win.
- The Second Early Bird Prize Drawing will be held at the Romeoville Area Chamber of Commerce Luncheon, at Prairie Bluff Golf Course, 19433 Renwick Road, Crest Hill, Illinois 60435 at 1:00 pm on March 10, 2009. The public is invited to attend, and the winner need not be present to win.
D. In the event that the Institute For Community, Inc. does not sell a minimum of 7,500 raffle tickets on or before April 27, 2009, Institute For Community, Inc. shall withdraw the publicized Grand Prize and split the net proceeds, after payment of all raffle costs, received by the date of the Grand Prize Drawing 50/50 between the holder of the winning Grand Prize ticket and Institute For Community, Inc. Institute For Community, Inc. will then further split their portion of the proceeds 50/50 with Naperville Community Charitable Organization, Inc., an Illinois not-for-profit corporation, also known as “Naperville Responds.”
E. An official Doorway of Dreams Raffle Ticket matching all serial numbers and other validation data as determined by the Institute For Community, Inc. shall be the only valid proof of the wager placed and the only valid receipt for claiming any prize.
1. Validation data must be present in its entirety.
2. The ticket must be sufficiently intact to permit validation.
3. The ticket must not be intentionally mutilated, altered, reconstituted, or tampered with in any manner.
4. The ticket must not be counterfeit or an exact duplicate of another winning ticket.
5. The ticket must have been issued by the Official Institute For Community Raffle website or by a valid vendor at one of the locations listed above, and must be printed on official paper stock.
6. The ticket must not have been stolen.
7. The ticket must be submitted for payment in accordance with the rules for claiming prizes, as listed below.
8. The ticket data must have been recorded by Institute For Community, Inc. prior to the drawing and the ticket data must match the recorded data in every respect.
9. A winning ticket number and validation data of an apparent corresponding winning ticket must appear on the official file of winning tickets, and a ticket with that exact data must not have been previously paid.
10. The ticket must not be misregistered, defectively printed, or produced in error to an extent that it cannot be processed by Institute For Community, Inc.
11. The ticket must pass all other confidential security checks of Institute For Community, Inc.
12. In submitting an Official Doorway of Dreams Raffle Ticket for validation, the entrant agrees to abide by applicable laws, all Institute For Community, Inc. rules, regulations, instructions, conditions and final decisions.
13. There must not be any other breach of these rules in relation to the ticket that, in the opinion of Institute For Community, Inc., justifies disqualification.
F. Any raffle ticket failing any of the preceding validation conditions shall be considered void, subject to the following determinations:
1. In all cases of doubt, the determination of Institute For Community, Inc. shall be final and binding; however, Institute For Community, Inc. may, at its option, replace an invalid ticket with a ticket of equivalent sales price.
2. In the event a defective ticket is purchased or in the event Institute For Community, Inc. determines to adjust an error, the sole and exclusive remedy shall be the replacement of such defective or erroneous ticket(s) with a ticket of equivalent sales price.
3. In the event a ticket is not paid by Institute For Community, Inc. and a dispute occurs as to whether the ticket is a winning ticket, Institute For Community, Inc. may, at its option, replace the ticket as provided in paragraph (1) of this subsection. This shall be the sole and exclusive remedy of the holder of the ticket.
G. Prizes may be claimed, within four (4) months from the draw date of any raffle drawing, by presenting the winning ticket to Institute For Community, Inc. for validation, either:
1. at the drawing location at the time of the drawing; or
2. at the offices of Institute For Community, Inc., 15 W. Jefferson, Suite 202, Naperville, Illinois 60540
H. The person named on the entry form used to purchase the winning ticket shall, for all purposes, be considered to be the owner of the ticket. To claim a prize, the owner of a validated winning ticket must complete a claim form, as issued by Institute For Community, Inc., and both the winning ticket and completed claim form must be surrendered to Institute For Community, Inc. at the designated claim location. The prize will subsequently be paid by Institute For Community, Inc.
I. Winners will be notified via email, US mail, or by phone of the prize won and any requisite procedure for claiming the prize. If a selected winner is unable to be contacted or located or fails to claim their prize after a period of four (4) months from the draw date of any raffle drawing, the prize or its cash equivalent will be deemed donated to Institute for Community, Inc.
J. Prizes may not be exactly as shown. Prizes may be substituted with a prize of similar value or with the cash equivalent.
K. The winner of the Grand Prize Ponds of Naperville Gold Model Unit shall be responsible for all income taxes, state, county, and municipal transfer taxes, real estate taxes from the date of possession, association fees, special service area fees if any, homeowner’s insurance, obtaining title insurance, and closing costs. Institute For Community, Inc. hereby disclaims any and all implied warranties whether created statutorily or by common law, including the implied warranty of habitability and fitness for a particular purpose.
L. All automobiles, trucks, boats, watercraft, motorcycles and other goods will come model factory equipped and winners are solely responsible for any and all state or local licenses, taxes, title, pick up and delivery costs, registration and other fees associated with the products, as well as insurance (proof of which must be shown prior to possession).
M. Vacation and travel prizes are based on space and availability, and all gratuities, taxes, and fees are the responsibility of the winners. Winners of travel-related prizes must comply with all applicable requirements and restrictions related to said prizes including, without limitation, applicable travel dates, travel documentation and reservation and confirmation procedures.
N. All winners shall be responsible for any and all federal, state, and local income or excise taxes, fees, assessments and like charges associated with the prize. All cash prizes will be paid net of applicable income tax withholding. At the time of this printing, federal law requires that corresponding tax withholding on prize values of $5,000.00 or greater must be collected from winners upon award and distribution. Federal and state withholding laws are subject to change without notice. The withholding laws in effect at the time prizes are claimed will be followed. The IRS has taken the position that the amounts paid for chances to participate in raffles, lotteries or similar programs are not gifts, and therefore, the price of the entry does not qualify as a deductible charitable contribution.
O. All cash prizes will be paid in one payment.

The Ponds of Naperville is located at the corner of 75th Street and Modaff Road, Naperville, Illinois. The address is 1333 Modaff, C-1, Naperville, Illinois 60565. The Ponds is located about 1-½ miles east of Route 59 on 75th Street.
